My apologies Div 1 for not posting sooner. Hopefully the following makes up for it.
Are the provincial qualification and allocation rules in Section 25 of the VISL rules and regulations the same for Provincial A, B, Masters and U21?
Are there any rules in the VISL rules and regulations that would change the allocation of provincial allocation spots for U21 other than those in Section 25?
In Section 25 of the VISL rules and regulations which team has the higher qualification spot: The Cup runners up or the 3rd place team in the division/league? If the answer to the first question above is yes, then the question pertains to provincial A, B, Masters and U21 spots.
If the answer to the first question above is no, then why are there varied qualification rules for different provincial competitions (read A, B, Masters and U21) and where are they in the VISL rules and regulations?
Or is Section 25 silent on what provincial spot the Cup Runners up and the 3rd place team in the division/league qualify for?
Aside: Div 1, JDF soccer would like the same financing terms as you receive for the fines you levy on yourself.

So yea...I didn't know who had finished 2nd in the cup, but knowing now that JDF was the cup runner up (I would've assumed it was PL by who got that 3rd spot in provincials). To me, the handbook wasn't followed unless the teams were informed in a timely matter of a deviation from the published priority (i.e. as soon as VISL knew how many spots they'd get in the provincial cup).
I'd be pretty confused/p**sed off if I was a coach/executive/player of JDF.

Just for completeness you need the bottom part of section 25 of the VISL rules and regulations. Seeding procedures will be reviewed at the start of each season to take in to account Provincial allocations and changes/alterations/anomalies in VISL Divisional structure. Teams will be informed of allocations and structure prior to the commencement of the season. If memory serves me correct (I am getting old) the fourth provincial qualification U21 spot was awarded/granted to the third place team in the U21 league at the VISL semi annual AGM on Jan 9, 2017. To clarify Mid Ilse qualified for both the first two VISL U21 provincial spots because they won the league and the Cup. I am not sure if the if Jan 9, 2017 would qualify as "informed .... prior to the commencement of the season." or not. Maybe Div 1 can shed some light on that. I guess it could come down to the definition of what is a season and when does it start. Yes Otter,
1)When there is the standard 4 spots, the same application and allocation of Provincial spots applies evenly to all age groups. 2)Yes, you will find it as you keep reading. 3)When there is 4 allocation spots, the Provincial berth goes to the Cup Runner Up. When there is 3 Provincial spots, (and a division to work with) it goes to the next spot in the division. (divisional runner up) 4)There is not different rules per competition, rather different rules when there is a different amount of teams that can qualify. 5)I don't believe so - you go down the criteria and work from there. 6)No - it would cost you more than what you are paying now - and then there would be more shouts of unfairness started in another thread.
*----------------* Yes, you are getting much older....as am I, but you are missing many pieces to the story in your 2nd post - and no, I will not be digging through the minutes as I will be shutting my replies down after this - it will have been discussed enough and really - the team was given the opportunity to appeal to BC Soccer at the time - and that didn't happen for whatever reason, so that is where it was left. You failed to report that we (VISL Admin who attended meetings in Vancouver)were told in December by BC Soccer that we would be only receiving 3 Provincial Cup berths.....roughly 2 weeks before the VISL Cup draw meeting night. Sorry if I could not get the information out in a quicker fashion than that. It was not "informed" prior to the season (which would normally be August as the season starts in September)but I obviously had no reason to believe we were losing a spot. Perhaps you could come on board and help out with giving notice when you have to rely on other people and there timeliness? So again, we applied a rule as we needed to...(that still refers to the keep reading to find what rule we applied) No, Mid Isle did not earn 2 Provincial Cup berths by winning the double. Hope that has shed enough light for you.......something tells me that whatever light you receive, you will try to make sure it works for yourself only......whereas my intention is to do what is for the betterment of the League as a whole. And that is not a shot at you, pretty sure I would be self serving if I was in your shoes as well - my loyalty would be to my individual team. At least you know that I have no affiliations to any one Club - and the perception of bias or conflict is non existent.

My apologies Div 1, I didn't realize that interpretation of Section 25 of the VISL rules and regulations was tied too decisions made by BC Soccer. I thought decisions made by BC Soccer and allocation of provincial qualification spots made by the VISL would be mutually exclusive.

All good. Maybe when things are a little less hectic, we can sit down and further clarify the Provincial Allocation spots .......just so many variables is the problem. It is not like we can just follow a simple template and away we go. We rely on and there are many factors that come into play .........hard to list all the what ifs in a definitive manner. Overall, the rules in place right now are simple and straight forward enough that it covers 99% of the time ....
